Higher education has been affected by digital technology in terms of communication, information, and teaching methods. However, higher education and scientific research establishments need to adapt to these changes.

The Ministry of Higher Education and Scientific Research in Algeria is committed to advancing institutions and the overall higher education and scientific research system by fostering modernization and enhancing performance. This vision is manifested through the establishment of an innovative and dynamic system that effectively harnesses the potential of digital technologies. The ultimate objective is to transform higher education and scientific research into a powerful driver of development and progress.

In order to plan the digital future of universities, a ‘Digital Master Plan – DMP’ has been created based on the sector’s strategic vision, outlining the deadlines and projects to be implemented over a period that will be defined according to the capacity and potential of each institution.

The Digital Master Plan is built around:

  • A vision that gives rise to strategic axes;
  • Each strategic axis is broken down into programs;
  • Each program is broken down into projects that include activities to be carried out.

The Digital Master Plan will be carried out from start to finish by the following entities, created for this purpose:

NDC: National Digital Committee (whose members are appointed by the Minister).

ROSC: Regional Operational Subcommittee (whose members are appointed by the President of the Regional Conference).

DSO: Digital Strategy Office (whose members are appointed by the Head of the Institution).

On October 30, 2022, and in accordance with the Digital Master Plan, the Higher National School of Renewable Energies, Environment & Sustainable Development (HNS-RE2SD) installed the ‘Digital Strategy Office – DSO’.

The primary role of this office is to enforce laws and regulations relating to scientific research and technological development. Its main objective is to ensure a smooth digital transition for HNS-RE2SD, aligning with the directives issued by the Ministry of Higher Education and Scientific Research.

This Digital Strategy Office is staffed by a team composed of the following members:

  • Pr. Larbi Guezouli, the head of the digital strategy office;
  • Pr. Mounir Aksas, Deputy Director of Doctoral Formation, Scientific Research and Technological Development, Innovation, and Entrepreneurship Promotion;
  • Dr. Fayçal Meddour, Deputy Director of Education, Diplomas and Continuing Education;
  • Dr. Mohamed Amir Abdi, Deputy Director of Information and Communication Systems and External Relations;
  • Pr. Djallel Eddine Boubiche, Teacher Researcher;
  • Mr. Oussama Semassel, Computer science engineer;
  • Ms. Nedjoua Ghabrour, Computer science engineer.
